First make sure the extension is .flv
Use VLC Player or FLV Player to open the file.
Use Replay Converter from Applian Technologies.
Install and run Replay Converter. It allows you to convert most formats (incl .flv) to play on PSP.

To change to .flv, find your downloaded file and change the file extension from .php to .flv
If there is no extension, then simply add .flv to the filename.
You may need to enable file extensions if you cannot see the .php:
- In any folder on your hard drive go to "Tools" > "Folder Options" > "View" tab then scroll down to "Hide extensions for known file types" and uncheck that box.
Click "OK" to save changes. Now you should see the file extension which you can rename.
